
Monday, November 4, 2023, Sam Ratulangi University Postgraduate Program held a National Seminar, which was held at Building L2, 5th Floor, Usrat Manado Postgraduate Program. The National Seminar with the topic "Research Ethics in Indonesia" was held in hybrid (offline and online) using Unsrat zoom meeting. The resource persons for this National Seminar activity were Sri Wahyono, SIP from BRIN, and Farid Agushybana, SKM., DEA., PhD, Lecturer at the Faculty of Health, Diponegoro University, Semarang.
In his speech, the Director of Postgraduate Studies, Prof. Dr. D.Tech.Sc. Ir. Markus T. Lasut, MSc.,IPU. revealed that in determining the topic of this seminar we saw that there was a part that was rarely touched on, namely research ethics. This research ethics is the most crucial thing in the academic world that should not be ignored. At the end of his speech, the Director said that "research ethics plays an important role in encouraging honesty and transparency in publication". "Good scientific publication involves the principle of equality in accessing and sharing research entertainment with the wider community and must avoid practices such as plagiarism, data manipulation, or double publication", Lasut explained closing his speech.
Next, moderated by the Deputy Director for Academic, Student Affairs and Planning, Ir. Arthur G. Pinaria, MP., PhD, gave the opportunity to resource person I, Sri Wahyono, SIP, to present related material. Ethical Clearance as a Foreign Research Licensing Instrument. Sri Wahyono said:
- Research, Development, Assessment and Application may be carried out by foreign Science and Technology Institutions and/or foreign individuals;
- The implementation of Research, Development, Assessment and Application by foreign Science and Technology Institutions and/or foreign individuals must obtain a permit from the Central Government;
- In the implementation of granting permits for Research, Development, Assessment and Application for foreign Science and Technology Institutions and/or foreign individuals, ethical feasibility is carried out by an ethics commission.
In the Minister, Sri Wahyono added the Research Ethics Policy, Article 39 of Law No. 11 of 2019, consisting of:
- Research, Development, Assessment and Implementation must be carried out in accordance with the code of ethics of the scientific field;
- To enforce the code of ethics, an ad hoc ethics commission is formed;
- Ethics committee membership may come from various scientific fields;
- The Commission has the task of reviewing and determining ethical feasibility and evaluating and supervising the implementation of the code of ethics for Research, Development, Assessment and Application in accordance with the scientific field;
- In the event of a violation of the code of ethics for Research, Development, Assessment and Implementation, the ethics commission has the authority to conduct an investigation and impose sanctions.
Meanwhile, Farid Agushybana, SKM, DEA ., Ph.D, as the second resource person, through his material conveyed that every health research and development that involves humans as subjects or corpses, animals, and plants as objects, must obtain health research ethics approval. Farid continued that the assessment of research ethics cannot be used in an absolute way, between right and wrong.
